I have seen different codes are used in here but not in "Atom",, any recommendations to download html programs?

You can change you text editor to visual studio code, it's free with great workflow and intellisense, great recommendations and quick notes from the documentation

The # is the reference, it depends on what you want to reference to either an external link or another html file on your local machine. As for sololearn in the plaground you have to link to external links like example https://www.google.com. Because it is running on a server.
