To find duplicate value in a multiarray dataset without using library

Question

I have a multiarray dataset in which i have to find a duplicate values in an column using functions
Example def duplicatevalue(dataset,index):
#index refers to column and dataset is the data input
#i have to write a code which returns number of duplicate values and what are those values in that column
Code is to be written in python
