I need help for game design. I need a map editor i can impliment my own models/textures, uses c++ python and javascript Rd desc

Question

It needs to run on an Android phone and a PC, should be free or cheap $5 or less, and not a monthly/yearly pay, and needs to run 3d world's or 2d world's like Terraria or top-down. I want to run c++ and JavaScript. Also Python. I want to implement my own model designs and textures. I want it to be easy access. I hope this is a good enough description, ask any more questions in the comments. PS. this also is for game design, advanced graphics, smooth running, and stuff like that. Thx

There are plenty of others out there if this doesn't work for you just google "map editor" and you should get some results as to what you're looking for.
