Error of Truncation

Question

i have encountered the error "provided email id is invalid" due to non-truncation of the string at the time of validation. AFAIK this error is found in :
1 IEEE registration page
2 Google Adsense Registration Page.
3 Member Registration For LIC INDIA.
Why is such a basic validation overlooked ?
