yes your program have so many errors
1st- scanf u also misssed ampersand(&) .
2nd- increase the size of Letter array instead in place of 90.
3-- your cipher function is giving error where u calling it .
so many small small mistakes u did in this program.
what output u expecting through this program mention it on question. try to fix the bug .

1. in letters you have char sequence. one of symbol is \ but it spec symbol so in string you shuld use \\ instead of \
2 you need ; after letteres
3 forgot size of aray mode
4..... other bugs and errors
