How can we create floating note with hyperlink?

Floating Note: When we click on any link, it will not be redirected to any page; a short note will be float there without reloading the page.

In every course of SoloLearn, they used floating note.

Example: You want to say <br> mean "Defines a single line break", but don't want to redirect to any second.

I don't know the exact name of this effect, or neither I know it exist or not!

It is called tooltip text. Basically, it is done by adding a title attribute to any element.

For advanced tooltips that contain markup you need to create an HTML element that will only show when the mouse is over the element. Using the css :hover pseudo selector does the trick.
