Pyqt5 Designer not include in "pyqt5-tools"

Question

I downloaded the pyqt5-tools and original pyqt5 module in hopes for using the designer. It took an age to install. When it finished, I opened the file location, but designer.exe doesn't exist. I am in the right location. I clicked the link on the Thonny package manager and it sent me to the folder. It has most of the files, but a few of them are missing (like designer). What happened?

Maybe they thought it ain't necessary..btw you can install it separately in terminal anytime
