Which database / data storage? Which kind of data? Which output is expected? Visual or KPI-related? You need more built-in functionality or the more performance?

For future reference, try being a little more specific if you expect an actual answer. But generally, data analysis is performed with Python, SQL, and/or R. Once the analysis is done, you can build an app with C# or C++ or Java or Kilton or whatever. If you mean a web app, then JavaScript, PHP, CSS, and HTML. So, basically, without specifics about a hundred languages can be used ;) It all depends on your preferences and details of the application.
