Does android version affect the installation of python libraries?

Question

I've been trying to install some python libraries (pygame, numpy, pandas, matplotlib) using the
pip install <library> command....
Then the Mobile C application downloads the appropriate file (.tar.gz or .zip) and then, on attempted installation, I get the error message "EnvironmentError" especially pygame...
Could my android version(4.3) be the problem?
If not, what could be the problem?
I need suggestions please....

Should not, at least rooted you should be able to install whatever you want. But I'm not sure, if there are any restrictions of unrooted Android.
