I am doing css in my laptop and when i am link an css file with an html file it doesn't work . It shows notepad with settingop.?

could you share the code you are having trouble with. are the css and html files in the same folder? most issues with notepad is file extensions, it saves everything as txt. for example css file would be "style.css.txt" and the txt is hidden.

I do effort to do correct it . Save both file same folder or another folder but no solution found. I also save files txt.css type or type same code link in html file bt get no solution.

it would be easier to put them both in the same folder.
with names like, index.html style.css
in windows file extensions are hidden by default, that might be the cause of the problem. you can make sure by using "save as" then choose just bellow the name "any files" instead of "txt" . to save correctly as css and html.
may be your code has some error.
could you post the html code you are trying.
