Yes, it's possible. At first you can create the application, that you want - in browser, Afterwards you can convert that to ".exe" with special programs.

Else you can also use React.js and create web-apps directly.

That is an open question, which cannot be easy abswered. But if we stay on the ground then with all mentined above plus Node.js it can be possible.
