That site only gives you how to install Swift 2.0(instead of at least 4.0)on Windows which is not advisable.

Unfortunately, Swift can't be installed on Windows it can only be installed on a MacOs (apple laptop).
You also have an alternative to install "hackintosh" (google how to install it) or you can download Virtual studio (google about it too) but please note that if you are looking for a professional career this is not advisable as Apple will reject what ever you make using these facilities.. except you make it using a MacOs.
