For any kind of animation on web pages if you are creating yourself from the scratch then first step would be to make a svg file of the design and then open the svg file as text, copy the text on your ide and try to add the movements as you want.
It's the simplest and best way to add animation in web pages.
Excluding that you are ok with using some readymade resources...
