can i learn JavaScript without having knowledge on any other programming language. And how much time it will take to learn JavaScript.

Yes you can, but javascript is mainly used in conjuction with HTML, CSS, and also ajax, but the first two mainly.
Now how long... That depends on your devotion to learning the language, I can say within a few months you can do impressive stuff.
But I would recommend you first learn HTML and CSS.
