What can and can't be done with this Ruby?

Ruby it is a part(just a language),you should use with RoR(RubyOnRails Framework),You can do fast development,but something really hard you can't do there

speed in work(php 5.6),but php7......i don't know who is faster,
speed in development(RoR faster than other Framework in development)
