How to LEARN, learn C language ? And what is the method of LEARNING c and other languages.! Guide me please.

There isn't a specific method to learn C or any programming language. As anything else, you can learn the language in different ways and there's no best way, it's subjective.
I may prefer learning C from a book, while someone else may prefer learning it from an online platform or video tutorials or any possible other way.
I may prefer taking notes of every detail or just of important things or just of things that I am afraid I could forget or I may as well prefer to spend time practicing more instead of keeping taking notes.
There's no universal best way. You have to find the best way for you.
To do that you need to try different approaches.

I want a method..ok
i will give you one example. suppose iam giving a competitive exam... so what should i do ?

1) you have to read books.
2) take notes about the subject. 3) give practice exam.
4) increase your writing speed.
5) understand each and every concept.
6) clear the concept.
7) if having maths, then focus on the solving problems.
etc...
