Which programs would I need to learn so I can create a unique website for my class?

My English class assignment is to create any project I want based on a passion. My idea is to create a fun website where my class can log in and keep in touch over the summer by creating new threads based on their adventures and instant messaging each other. The unique feature would be a vote on the day's best photo (they can each enter one per day) and the winning picture and caption is featured the next day when they log in.

Ran out of room lol. So I'm just looking for a general direction in what should I learn first and which part of my website that "direction" will help create. I really want to design most of the code from scratch, especially since this will be my first ever project!
