I had a problem with installing briefcase

Question

First time when I wanted to install briefcase library I had python 3.8 and it turns to many error then I searched this problems on internet and I got that this is because of my python version and it should not be mor than python 3.8 . Because of this I downloaded python 3.7.2 and tried to install it again and I think it installed correctly but when I type the text bellow in command line it says : "briefcase is not recognizedas an internal or external command , operable program or batch file"

I typed this = briefcase new
