Remove all Google accounts from that phone, and Login that phone with one google account, and its done. When the user tries to format it, then he need to provide the google account password.

The first google account signed to that phone will lock it from resetting it. Infact, if that person uses hard reset from phone bios, then the phone gets FRP locked, and hence useless. It should be taken to an authorized person for unlocking it again.
