You can buy raspberry pi and install it there then leave it runnin, if you use it for yourself and tests.
there are manny ways to det one, you can install one on youre pc(linux, windows doesnt matter) :)

I found mysql to be the easiest to download, install and run. Sql server studios has many online tutorials but I spent an awful lot of time trying to install it and basically gave up. I'm still figuring out mysql but it's nice to run with the content here.
