C was and is best to create Kernel of an OS.
For higher level parts it's up to creators what they prefer like Apple prefer to use Objective C for OS X while MS prefer C#, c++ for windows.

C, c++ , and Assembly are best to write an OS.

And also you can't use java or javascript html or css like things for OS development
