Java is a good choice because it has a bunch of audio libraries that are open-source
Otherwise if you're aiming for a simple and lightweight DAW, I've seen quite a few made in HTML/CSS/JavaScript

Boss Baby Depends on what you're trying to make
If it's a fully-fledged, resource intensive and sophisticated DAW I'd suggest Java, but if you want a simpler DAW that can run in your browser I'd suggest JavaScript.
FL studio is a very popular DAW made in Delphi, but Delphi isn't a very popular language and it may be hard to find good resources.
Python and C++ are also good choices but I haven't heard of any DAWs made in these languages.
So I'd say it really is your choice because you're not limited by the choice of which language to choose.
I, personally, would choose Java though
