How can I use file I/O program in c cause its Android then how can I use it solo learn which i am currently running on my phone.

You simply can't , sololearn doesn't have access to your file system , for that download an app called cdroid or something like that .

You can use file i/o operations as usual but as Abhay said, you can't access your device storage simply because the program runs on a remote server and not on your local device.
But you can still create write/read files on sololearn's code playground.
