Is it possible to localize an app without having access to its reference xml file?

I want to see if there is possible way to translate the words in the UI of mobile apps without asking the producer for the xml file. And then opening the app and the localized file together, and have a final localized app.

I think you might be better off using an app that runs in the background, and automatically translate any text rendered on screen. It might need special permission to work though.
