Bootstrap is basically CSS plugin, premade CSS classes to apply to elements, it's faster using it, but I only suggest it after learning how to do stuff without it, and when you use it, to try to understand the code, not just copy it. Bootstrap has like aligning styles,makes websites look good on all screen sizes very easily. and colors and very cool features.

learn html, css, Bootstrap, then JavaScript and jQuery. with the first three alone you can make very fancy websites, and when you're comfortable jump into JavaScript, it's not easy, so jump slowly so that you don't quit fast.

about the url, it doesn't have anything to do with your skills, it's how the app reads links
