I think you got the title of the question in the description mixed up, but other than that this was fairly well asked with very relevant tags. regardless, i think this question has been asked before. It seems like what do you need to do is look into telegram APIs. I would duck that online, and use the Q and a search engine to see about those other questions.

here we go... not sure if you already had this. I am unfamiliar with telegram, but if you can tell me the kind of methods the API has, I can tell you quite a bit about python.
