Arrow keys stopped working

Question

Arrow keys don't work, I don't think it's a hardware problem because I opened on-screen-keyboard and they still didn't work when clicked on the virtual keyboard on screen.

Possible solutions:

1) Disconnect keyboard and connect it again
2) Reboot your PC
3) Try using another keyboard
4) Reinstall OS
