Can't challenge someone in html

Why I can't challenge someone in html? I finished the whole course and allowed html in my managed weapons.

Actually your weapon is off!! But if you are challenging then it is possible that the opponent has put off his weapon of html. You can challenge only those whose HTML weapon are open!!
