Where to store images in php?

Question

I'm storing images by php predefined function that is
move_uploaded_file($_FILES ['file']['tmp_name'],"imgs/".$_FILES['file']['name']); but this directory is accessed by everyone then what to do. After changing chmod 000,755,777 etc.
Also tried sql but expand the loading time. ..
So, I finally want to know that where to store multimedia datas as images and videos, accept text based datas...
