This is a script. This script allows you to support HTML5 document level elements in Internet Explorer IE8 and below. While it isn’t strictly a responsive design feature it is recommended you include this and use the HTML5 elements <section>, <aside>, <header>, <article> etc as they also offer
ARIA benefits.
