What should i use ionic or android for mobile application development? Is ionic as effective as android?

First of all, with ionic framework we can develop any mobile application(Android iOS ...) with web development skill. I learnt java for months. But i also wanted to learn web development, as you know mobile app development has been interesting. Should i learn android if web development skill is mandatory? I need help!

You didn't get my point. I started web development courses, but need i to learn android for mobile application development!? Is my question. Because with ionic we can develop mobile application with web development skill. ionic doesn't require extra skill, which makes it better than flatter.
