It depends on which kind of framework you want to learn!
If you are interested in web development, I would suggest you to learn Flask, it's very easy for begginers. After learning Flask, you should try Django, it is a bit more complex but hopefully if you understand Flask you will understand Django!
If you would like to learn an easy GUI Framework for developing GUI apps, go with Tkinter.
If you were actually thinking bout Data Science Frameworks, NumPy is a great choice for beginners. In SoloLearn there are two different courses that will teach you the basis of data science.
