Should I create a website with wordpress or html?

I will suggest you to use VS Code IDE for web development using HTML and CSS because you can learn all the concepts and components of web page designing and it will help you in the future.(It takes more effort and time but it gives you the knowledge.)

You cannot compare such things, there is two ways to create a website either use a ready website design or create your own one using HTML, CSS, Javascript...etc.

As i know, Wordpress does have a ready website designs, and also as i know you can implement your own designs.
