You can use any extension for any file you want. But if you mean to associate a file extension with a certain app, then that is a whole different story, implementation will vary between O/S.

File extension matters less/more depending on which O/S is used. In Windows for example, file extension defines type of data contained in a certain file. This may not be the case in other O/S.
