How can I use a single html page for different download files ?

Question

Am creating a website to download files, thousands of files, I have two problems;

#1 - Do I need a database ? Or I should place them normally in my html code ?

#2 - How can I make a page where when you when you click on a files, it takes you to a page to download that specific files. Now should I create each page for each files to download ? Or I should create just one for all and how can I relate them ?
Please I need help !

Upload all on google Drive and link it to your html file..
