Yes, but using custom libraries for some extra features to aid the interpreter...
Eg - I saw someone create a full fledged OS named PyOS on the pygame website...

This should be possible but there would definitely be a lot of limitations. Python is best for creating tools, programmes and interactive games(like with ren'py) and also for automating booring stuff. But if you ask for a OS nope.
