Octa <--> Hexa

Question

How to convert Octadecimal number to Hexadecimal number directly with out intermediate steps like converting them the Decimal or Binary numbers:
15,4 = f,8
and visa versa:
f,8 = 15,4

is there is a build in function , we can do that quickly?
and how we can do that, with out build in functions?

hex and oct function only get integer so you should first convert it with int if you like that one step feeling you can make your own hex and oct function which does that
