To add the live server ...
First I recommend you to use " visual studio code" and after download it from the extension of vs code you get live server at it to your vs code.

Is not very easy! Basicly live streaming is connecting two client devices and there are some tools that can do this for us. In asp.net its single IR but in php you have to search.
Its not very easy that I can anwser you in this text.
