Asymmetric Encryption - Python

1. How can I generate a public key and a private key in python?

2. How can I use the public key in order to encrypt?

3. How can I use the private key in order to decrypt?

✩✮★✮✩ is the public key being sent over in every packet? Or is it being sent once and then the server saves it in a database?

✩✮★✮✩ do you know any other Libraries that can do the same thing but without any need to install them? That they are already built in python?

Because I want it to be simple to operate without any need to install extra stuff except of python...

How often do public and private keys change?
Every time the user logs in?

And if they don't change, can I store them in a permanent file and every time the user connects it'll just pull it from there?

and how can I validate a public key? in case of the user changing the public key file...
