Bad idea! HTML is supposed to be platform independent, whatever system you're using, all you need is just a browser to view the document.

.exe file on the other hand, only for Windows systems. By converting HTML to .exe file, you pretty much are adding compatibility issue because .exe file runs on Windows systems only.
