Can I ask random people to follow me?

Question

Is it allowed to ask random people (sldc, friends etc.)?
And is it allowed to do challenges with them if we know that one is better than the other and one person is winning every time (if you think i mean fake challenges no), i mean if a friend doesnt know anything but i will teach him e.g. Java and i do a few challenges with him and i know he is going to lose and im going to win, is that allowed?

Every user (except the users that you have blocked) can follow you and you can play challenges with users that follow you, too. No problem :)
