I have neither laptop nor computer, but i am going to start learning C programming. What do you advice me?

Try buying some books about C. That should give you a brief idea about the language and the requirements. But a computer or a laptop is a must. Phones can give help you but they don't give enough exposure. It becomes tedious once you start to go with big and heavy codes. so try buying a laptop. Till then, stick to books.

My advice is to get a laptop or a computer.

While it's possible to learn basic syntax of a language on a phone, you would have a very hard time implementing stuff you have learnt to make something reasonable.
