How to change the position of rules inside a list in C#?

Hello!
I have a project that I am working on. The project is in visual studio 2019, c# language.
I have two buttons up and down. When I click this buttons the selected rule in listbox (every rule that is added or remove in this listbox is saved in a list) should move up or down and change the position. How can I do this?
