How can I take an input from one input box and use it to generate a comment on another input box of the same Php file?

Question

I want to create a Php form with username, age and comment as input fields, after inputting the name and age, a comment should get generated in the comment input field based on the age entered on whether someone is legible to vote or not. (No use of js)
