How can I make games with c++?

Question

Which library should I learn and from where?
Edit:-Actually, I've a very low end pc hence it is unable to run high performance engine, so I just want to learn for now and implement later, how can I do so only using my phone?
Also I've heard such Library names like sfml opengl, but literally I don't have any clue or idea about this, so first I want some brief explanation and which platform teach such ones?
