Mid-month of the current month:
Create a date in the current month with the day forced to the 15th.
DATE(YEAR(TODAY()), MONTH(TODAY()), 15)

First working day of the month:
Start with the 1st of the current month. Subtract one day to get the last day of the previous month. Use the WORKDAY function to find the next workday.
WORKDAY(DATE(YEAR(TODAY()), MONTH(TODAY()), 1) - 1, 1)
