Please, how can I learn the colors consistency because I'm still bad in web design ?

You dont have to remember any color code,you can use any tool you like to help you choose color you need.
You can type color palete on internet for example.

But if you are bad in choosing color, you may look in other sites to find inspirarions, so if you build any site, check similar sites and see what color thay use.
Set diferent colors and see what look best, you can also ask other people for opinion.

With practice you will be better, and also remmember lot of color codes - codes you used a lot.

Writing HTML code in tags won't work anyways, and <h1> bears no relation with colour consistency, the discussion topic you brought up.
