Reading file in c++ and conversion of dec to bin against the particular parameters

Question

Can I get a c++ Microsoft visual studio code for reading an excel sheet containing decimal numbers and converting them into binary and each 16 bit binary data should be calculated and written against some defined parameters. Like if in Excel sheet 1 is in decimal, then it should be in hex and in 16 bit binary value should come against a parameter called as pressure value valid.
