A quick tutorial in the beginning?

I've noticed that newbies often ask similar questions or do some other stuff, oldies are angry at them for. The problem is that oldies are getting pissed off, are answering with the range of links to different tips, but they can't teach everybody here And the reason is NOT that newbies are evil, who came here to make members angry, but is that they don't know some of key things and 'rules' My suggestion is should a quick tutorials+tips be included when logging in first time? What could it consist of?

7. How to ask proper questions and how to answer them properly. 8. How to become a moderator and what to do as a moderator. 9. (If they implement private messaging) How to use the messaging system and when to use it, as well as what to use it for.
