I don't think there's one answer, because everyone learns at a different pace. And it also largely depends on what kind of game you want to make. for example, making a console tic-tac-toe game requires far less concepts to learn than say a first-person shooter with high-quality graphics.

I created a rock-paper-scissors game between breakfast and lunch. On the other hand there are companies with an army of highly specialised coders which need several years in order to develop a game.
